The text image is taken from the book "The Morning of the Magicians" by Louis Pauwels and Jacques Bergier (translated from French to English by Rollo Myers) and it reads as follows:
"In a letter i received from Mr. Despotopoulous in 1955, he outlines his ideas as follows:
“Natural science is certainly one of the most meritorious conquests in human history. But the moment it liberates forces capable of destroying the whole human race it ceases from a moral standpoint to be what it used to be. It has become almost impossible to distinguish between pure science and its technological applications. One cannot therefore speak of science qua science as being a good thing in itself. Or rather, in some of its more important branches, it has now become a negative value in so far as it no longer conforms to ordinary moral standards and is free to exercise its dangerous activities in order to satisfy the lust for power of the politicians. This adoration of progress and freedom where scientific research is concerned is wholly pernicious. What we propose is this : the codification of the conquests of natural science up to now, and the creation of a Council of World Scientists with powers to prohibit absolutely or poartially any progress it may achieve in the future. Such a measure, no doubt, would be tragically severe, even cruel, since the activity it seeks to curtail is one of the noblest human impulses, and it is impossible to underestimate the difficulties inherent in such a solution. But there is no other that could be so efficacious. The objections are easily foreseen: a return to the Middle Ages, to barbarism, etc.; but these do not really carry any weight. Our intention is not to retard intellectual advancement, but to protect it; not to impose restrictions for the benefit of any social class, but in the interests of humanity as a whole. There lies the problem. Anything else can only lead to divisions and time wasted in trying to tackle problems of lesser importance.”
These ideas were favorably received in the British and German press, and dealt with very fully in the bulletin of the atomic scientists in London. They have, in fact, much in common with certain proposals put forward at international conferences on disarmament".

Mais à partir du moment où elle déclenche des forces capables de détruire l’humanité entière, elle cesse d’être ce qu’elle était du point de vue moral. La distinction entre la science pure et ses applications techniques est devenue pratiquement impossible. On ne saurait donc parler de la science comme d’une valeur en soi. Ou plutôt, dans certains secteurs, les plus grands, elle est maintenant une valeur négative, dans la mesure où elle échappe au contrôle de la conscience pour répandre ses périls au gré de la volonté de puissance des responsables politiques. L’idolâtrie du progrès et de la liberté en matière de recherche scientifique est totalement pernicieuse. Notre proposition est celle-ci : codification des conquêtes de la science de la nature réalisées jusqu’ici et interdiction totale ou partielle de son progrès futur par un conseil suprême de savants. Certes, une telle mesure est tragiquement cruelle, son objet touchant un des plus nobles élans de l’humanité, et nul ne peut sous-estimer les difficultés inhérentes à une telle mesure. Mais il n’y en a pas d’autre qui soit assez efficace. Les objections faciles : retour au Moyen Age, à la barbarie, etc., n’apportent aucun argument sérieux. Il ne s’agit pas de faire régresser l’intelligence, il s’agit de la défendre. Il ne s’agit pas de restrictions aux bénéfices d’une classe sociale : il s’agit de la sauvegarde de toute l’humanité. Tel est le problème. Le reste n’est que division et dispersion de l’activité dans l’affrontement des sous-problèmes. »
Ces idées reçurent un accueil favorable dans la presse anglaise et allemande et ont été largement commentées dans le bulletin des savant atomistes de Londres. Elles ne sont pas éloignées de certaines propositions formulées dans les conférences mondiales consacrées au désarmement".
